Rules, Regulations, and Bylaws Specific to University Campus

Financial Bylaws of Academic Year 2017-18 for Students Entering University Campus

  1. All educational affairs, including reporting capacity to the National Organization of Educational Testing (Sanjesh), registering upon arriving at the university, studying in relevant departments, preparing for tests in each semester, graduating, settling, and issuing diplomas, are all done by the management of respective units at the university.
  2. As stated in Note 6 of Article 20 of Law of the Fifth Five-Year Development Plan and Circular no.: 166786/22/2 dated 30 November 2013 by Administration for Expansion and Planning in Higher Education, universities need to add the title "University Campus" in the academic certificate, diploma, and encyclopedia of university campus graduates. Hence, the university shall issue this type of document for graduates by mentioning where they have studied (university campus).
  3. Relevant departments and deputies of education and research of enforcer faculties shall act on behalf of the university campus in all educational and research affairs.
  4. All classes shall be established inside the university campus. Establishing classes or relevant laboratories outside the university campus shall be possible if requested by the department, necessary reasons are given, and approved by the chairman of the university campus.
  5. Four students shall be the minimum number of students to establish the classes on the university campus. If less than four students register for a course, they shall preferably participate in night classes or morning classes as the second priority established in the university.
  6. Students of the university campus shall undertake independent studies only in specific cases (for example, where there is only one course besides the thesis) when it is suggested by the university campus and approved by the head of university educational affairs.
  7. Guest students can only attend other institutions for higher education in exceptional cases with the approval of the relevant department in terms of credit transfer, approval of the head of university educational affairs in terms of other regulations, and approval of the chairman of the university campus.

  2. How do students pay tuition fees:
    Tuition for independent studies in courses established by the university campus equals 25% of the variable tuition fee of main courses in the same field.
  3. Student Withdrawal
    If a student decides to leave the university at the start of his/her education (after initial registration and before the start of classes), the student shall only pay base tuition for the 1st semester, and other received payments shall be returned to the student.
  4. Note 1 - If a student is deemed not qualified, place of education changes as announced by the National Organization of Educational Testing (Sanjesh), or the field of study is not established since the minimum number of qualified students is not reached, the total of received payment shall be returned to the student.
    Note 2 - If a student withdraws before the start of classes and during another semester (other than 1st semester) according to the universitys academic calendar, not only shall they settle fees associated with previous semesters but also base tuition of the same year completely. Besides, students who withdraw "by choosing credits (programs) after the start of classes" shall need to not only pay fees for the previous semesters but also pay the whole semesters tuition.
  5. Guest Students and Student Transfer
    Guest students can only attend other institutions for higher education in exceptional cases with the approval of the relevant department in terms of credit transfer, approval of the head of university educational affairs in terms of other regulations, and approval of the chairman of the university campus. In such case, the applicant shall only need to pay the base tuition of that semester to Tarbiat Modares University.
    If guest students of other universities apply university campus to pass their programs, they shall only pay variable tuition for the presented program(s) to the university.
    If a student is transferred to the university campus from another university, no tuition is required to be paid for credit transfer.  
  6. Leave of Absence
    The approval of the head of university educational affairs and the chairman of the university campus is required to request a leave of absence, and the student shall pay base tuition for that semester. Besides, this period is added to the total years of study. However, if the leave of absence is not recognized as part of the total years of study, the student shall be exempt from paying the tuition.
    If a student for similar reasons does not take courses before dropping a course or changing it and has not requested for study leave, the semester on which the student takes a leave of absence shall be considered part of total years of study, and he/she shall pay fixed tuition of that semester.  
  7. Extra Years of Study
    Students can extend total years of study in addition to four semesters by paying base tuition for that semester, providing that they do not take any course during that semester. Students who start their thesis for the first time in the 5th semester, they shall pay for the whole semester (base tuition plus variable tuition of taken courses).  
    Note – A student who defends his/her thesis after the 4th semester and during the summer shall not pay tuition for the summer semester since the academic year is two years.
    If a student defends his/her thesis (during the 5th semester and after) before dropping a course or changing it, tuition shall be calculated on a daily basis. On the other hand, if the student defends after dropping a course or changing it, the base tuition of the semester shall be paid (time of enforcement since the 2nd semester 2016-2017).
    If a student defends his/her thesis during summer and after the 5th or 6th semester, the student shall need to pay tuition calculated on a daily basis.
How will students who request study leave pay tuition? (Enactment of the permanent commission of board of trustees dated 2 February 2020)

According to Article V of Laws on Formation of Board of Trustees in Universities and Institutions for Higher Education and Research, Article 1 of Law on Permanent Provisions of Country Development Programs, and enactment of the executive board dated 8 December 2019, the following process is agreed upon to acquire tuition from students who request study leave since 1st semester 2017-2018:

  • Study Leave by Counting Years of Study
    Masters Programs – Only fixed tuition is received.
    Ph.D. Programs – Tuition for the semester is received.
  • Study Leave Without Counting Years of Study
    Masters Programs – Students are exempt from paying tuition for the semester.
    Ph.D. Programs – Students are exempt from paying tuition for the semester.
How will students of Ph.D. programs pay university campus tuition?
  • Suppose a Ph.D. student on the university campus withdraws at the start of education after registering and before the start of classes. In that case, he/she shall only need to pay base tuition (fixed tuition) for the 1st semester, and all other payments are returned to the student.
  • Suppose a Ph.D. student withdraws at the start of the semester (other than 1st semester) after taking courses and before the start of classes. In this case, he/she should go through a settlement process with the university and pay base tuition for the said semester. However, if the student withdraws after the start of classes, the whole tuition for the said semester shall be paid.
  • Any other related matter shall be applied based on Article (1) of enactment of the executive board dated 10 December 2017 concerning night (second) shift Ph.D. students (notice no.: D2/29079 dated 26 December 2017).
